The government announced a £3 billion increase to the Homes Guarantee Scheme, which provides low-cost loans to housing providers for the provision of new homes.
The government-backed low-cost loan fund, now at £6 billion, could support the building of 20,000 new affordable homes.
For the first time, the scheme can also be used to upgrade existing properties.
Providers will also be able to apply for loans to carry out vital building safety works, such as the removal of dangerous cladding.
