With historically high numbers of homeless families currently living in temporary accommodation, the NHF wanted to better understand how social housing is allocated to homeless families.
It wanted to understand the difference that housing can make to people's lives and how housing associations and local authorities can work together to support more people out of homelessness.
The NHF carried out in-depth, qualitative interviews with staff from nine housing associations and eight local authorities, as well as with three families who had experienced homelessness and were now tenants of one of the housing associations.
Its research shows good practice in housing associations and local authorities working in partnership.
It also highlights the importance of remembering that people should be at the heart of all decision making around allocations.
The research includes recommendations for housing associations and local authorities, as well as key pointers for government.

The government is set to repeal the Vagrancy Act as part of plans to end rough sleeping for good.
Consultation has been launched to seek views on the replacement of offences previously held in the Vagrancy Act. This covers the following areas:
The Vagrancy Act 1824, which the current consultation proposes to repeal, makes it an offence to sleep rough or beg in England and Wales.
