These Regulations amend the Housing Renewal Grants Regulations 1996, which set out the means test for determining the amount of grant which may be paid by local housing authorities under Chapter I of Part I of the Housing Grants, Construction and Regeneration Act 1996.
Regulation 5 of the 1996 Regulations defines a relevant person. These Regulations amend the definition of a relevant person to remove the means testing of those responsible for a disabled child or young person.
These regulations apply to applications made to local housing authorities in Wales on or after 30 September 2005.

These Regulations amend the Housing Renewal Grants Regulations 1996 (S.I. 1996/2890), which set out the means test for determining the amount of grant which may be paid by local housing authorities under Chapter 1 of Part 1 of the Housing Grants, Construction and Regeneration Act 1996.
A change is made to the scope of the means test by Regulation 6, substituting a new definition of "relevant person" in Regulation 5 of the 1996 Regulations. This has the effect that the means test no longer applies where an application for grant is made by the parent or guardian of a disabled child or young person.

These Regulations amend the Housing Grants (Assessment of Contributions) (Scotland) Regulations 2003 (S.S.I. 2003/461), which provide a means of assessment of an applicant's contribution to the cost of works for which improvement grants, repair grants, and grants for a means of escape from fire for a house in multiple occupation may be given by a local authority.
Housing Minister Baroness Andrews announced that, under a new arrangement, the Housing Corporation is to manage the ODPM's Section 16 Tenant Empowerment Grant (TEG) Programme.
Section 429A of the Housing Act 1985 (inserted by Section 16 of the Housing and Planning Act 1986) enables the Secretary of State to give financial assistance to persons managing public sector or former public sector housing, or persons seeking to facilitate or encourage improvements in, or providing services in connection with, the management of such housing.

The Minister said the Housing Corporation will have day-to-day operational responsibility while the ODPM will maintain prime policy responsibility.
The ODPM is proposing (through secondary legislation) to extend the Housing Corporation's powers to give grant to persons other than Registered Social Landlords (RSLs) for purposes similar to those in Section 429A of the Housing Act 1985. The transfer, subject to secondary legislation, follows a review by the ODPM of its current programme administration.
