Updates on housing related Bills before Parliament

This briefly summarises the key objectives of housing-related Bills currently before Parliament and provides links to follow their progress to date.


Asylum Seekers (Accommodation Eviction Procedures) Bill

To make provision for asylum seekers to challenge the proportionality of a proposed eviction from accommodation before an independent court or tribunal; to establish asylum seeker accommodation eviction procedures for public authorities; and for connected purposes.


Caravan Sites Bill

To amend the Caravan Sites and Control of Development Act 1960 to remove planning permission requirements for caravan site licence applicants; and for connected purposes.


Domestic Premises (Energy Performance) Bill

To require the Secretary of State to ensure that domestic properties have a minimum energy performance rating of C on an Energy Performance Certificate; to make provision regarding performance and insulation of new heating systems in existing properties; and for connected purposes.


Domestic Premises (Minimum Energy Performance) Bill

To require the Secretary of State to ensure that domestic properties have a minimum energy performance rating of C on an Energy Performance Certificate; to give the Secretary of State powers to require persons to take action in pursuance of that duty; and for connected purposes.


Evictions (Universal Credit Claimants) Bill 2019-21

To place a duty on the Secretary of State to prevent the evictions of Universal Credit claimants in rent arrears; and for connected purposes.


Homeless People (Current Accounts) Bill

To require banks to provide current accounts for homeless people seeking work; and for connected purposes.


Houses in Multiple Occupation Bill 2019-21

To amend the law relating to the licensing of Houses in Multiple Occupation; to increase penalties for the contravention of such licences; and for connected purposes.


Housing Act 2004 (Amendment) Bill

To amend Part 3 of the Housing Act 2004 to provide that any selective licensing scheme for residential accommodation extends to social housing.


Housing and Homelessness (Local Accommodation Duty) Bill

To place a duty on local authorities to ensure that persons for whom a homeless duty has been accepted are accommodated in the local area, including on discharge into private rented accommodation; to require local authorities to publish annual reports on steps relating to housing demand and supply taken or intended to be taken to meet that duty; and for connected purposes.


Leasehold Reform (Ground Rent) Bill

To make provision about the rent payable under long leases of dwellings; and for connected purposes.


Mobile Homes and Park Homes Bill

To require the use of published criteria to determine whether mobile homes and park homes are liable for council tax or non-domestic rates; to make provision in relation to the residential status of such homes; to amend the Mobile Home Acts; and for connected purposes..


Mobile Homes Act 1983 (Amendment) Bill 2019-21

To amend the Mobile Homes Act 1983; and for connected purposes.


Rented Homes Bill

To amend the Housing Act 1988 to abolish assured shorthold tenancies; to extend the grounds upon which landlords of residential housing may recover possession; and for connected purposes.


Sublet Property (Offences) Bill

To make the breach of certain rules relating to sub-letting rented accommodation a criminal offence; to make provision for criminal sanctions in respect of unauthorised sub-letting; and for connected purposes.


Supported Accommodation Bill

To require developers to disclose for planning purposes an intention to use a building for supported housing or other accommodation that is specified for the purposes of Universal Credit and Housing Benefit; to establish a suitability test for accommodation proposed for such use; to make provision about the fitness of persons to be landlords or managers of supported or other specified accommodation; and for connected purposes.


Supported Housing (Regulation) Bill

To regulate supported housing; to make provision about local authority oversight and the enforcement of standards of accommodation and support in supported housing; to prohibit the placing of children in care in unregulated accommodation; and for connected purposes.


Vagrancy (Repeal) Bill

A Bill to repeal the Vagrancy Act 1824.


Second largest ever Unlawful Profit Order after huge tenancy fraud

A woman who unlawfully sub-let her social housing property has been ordered to pay more than £155,000 in one of the largest cases of its kind.

She had rented out the two-bedroom flat in Camberwell to two women and their children, despite renting the accommodation herself from Riverside Housing.

After a long period with no contact from the tenant, it was initially suspected that the property had been abandoned.

The Counter-Fraud Team at Riverside worked in partnership with Oxford City Council and other local authorities to investigate.

Through the partnership, investigators uncovered the unlawful sublet and obtained evidence demonstrating that the tenant had not been living at the property since at least 2008.

At Clerkenwell & Shoreditch County Court, the judge made the Unlawful Profit Order, together with legal costs of £9,995.

The Unlawful Profit Order is believed to be the second largest of its kind, ever issued in the UK.
