Further statement on classification of English housing associations

The Office for National Statistics (ONS) has completed an assessment of the housing associations sector in England.

ONS has concluded that registered providers of social housing in England are private, market producers and as such they will be reclassified to the private non-financial corporations sub-sector for the purpose of national accounts and other economic statistics.

This classification takes effect from 16 November 2017

Waterloo Housing Group and Fortis Living announce new partnership plan

The Boards of Waterloo Housing Group and Fortis Living have been in recent discussions regarding future partnership options and consequently have taken a decision that they would like to pursue a merger with each other, subject to appropriate consultation and due diligence.

The proposed new business will own and manage around 45,000 homes and have a team of over 1,200 employees.

If work progresses to plan, and subject to due diligence and consultation, the new Housing Group will formally come into being on 1 October 2018.

Discussions start on future shape of housing association sector

The Future Shape of the Sector Commission held its first meeting on Monday 6 November, chaired by ex-Cabinet Secretary Lord Turnbull.

The high profile Commission has been established by three of the country's largest housing associations - Clarion Housing Group, L&Q and Network - and is examining how housing association of all sizes should evolve to manage likely social, economic and sectoral change over the next 10-15 years in the best interests of customers, stakeholders and society at large.

The first meeting was an opportunity for the Commission members to identify and discuss key trends which may affect housing associations through the 2020s and how they might react, as well as beginning thinking around how housing associations can influence the environment they operate in.

Statement from ONS on provisional reclassification of social housing providers

Further to the statement on classification of English Housing Associations that ONS made on 3 October, ONS has published a provisional classification decision, communicated in a letter sent to Her Majesty's Treasury on 31 August 2017.

Although ONS would not reassess the classification of the housing associations sector in England until the proposed legislation has passed through Parliament, ONS will undertake a further review of the sector if and when this happens.
