Posted 05.06.14
The Queen's Speech at the State Opening of Parliament included the following of relevance to the housing sectors:
- Over the next 11 months, the Government will seek to introduce an Infrastructure Bill, to establish new legislation that will support the increase of housing supply and home ownership.
- Particular reference was made to the Government's committment to continuing to
promote the Help to Buy and Right to Buy schemes.
- Measures will also be incorporated in the Infrastructure Bill aimed at reducing
bureaucracy in establishing major infrastructure projects and enhancing the nation's energy independence.
- The Bill will create a scheme to enable all new homes to be built to a zero carbon
standard by the end of the next Parliament. New buildings will need to meet a minimum standard. The remainder of the zero carbon target will be met through off-site carbon abatement measures - referred to as allowable solutions.
- Measures will be introduced to allow zero carbon exemptions for small developers.
- Also announced was a proposal to sell high value public land, aimed at encouraging development and increasing housing .
