System Facilitates Online Claims

IBS OPENSystems, a provider of software and services to housing providers and local authorities, announced an exclusive partnership with IEG4 Limited.

Under the partnership, IBS will distribute its web-based application for processing claims for benefit. The online application enables residents and agencies to process and report changes to benefit claims electronically. The online application replaces a 30 page hard copy form, so benefit departments can automate processes and reduce the time spent re-keying claimant information.

The application was originally developed by IEG4 for Lewisham Council and Blackburn with Darwen Borough Council. The form has now been enhanced and integrated with IBS OPENSystems' benefits system at Stockport Metropolitan Borough Council (MBC).

IBS's system has already enabled Stockport MBC to reduce benefit processing times from 86 days to 21 days, generating annual savings of £270,000.

Bill Loughrey, managing director at IBS OPENSystems, said:

"The local government and social housing sector need to find ways of streamlining the benefits claimant process. Some authorities report that 95% of benefit claims are returned incomplete because they are so complex. The application radically improves the way councils can handle the whole benefit application process."

Paul Adams, product manager at IEG4 Limited, said:

"Central government is clear in its advice that local authorities need to provide online services to increase social inclusion and transform the way they interact with citizens. The partnership with IBS OPENSystems will enable organisations to promote online solutions and achieve more efficient working practices."

Winter Fuel Payments Reminder

Minister for Pensions Reform Mike O'Brien urged older people to get their applications for Winter Fuel Payments in early, to ensure they receive help heating their homes before Christmas. Mike O'Brien said:

"Older people shouldn't have to worry about heating their home. Over eight million households will benefit from the £200 Winter Fuel Payment, with those containing someone aged over 80 receiving £300.

"Successful applications received by 21 September 2007 will get their payment in time for Christmas.

"We don't want anyone to miss out on the help they are entitled to. If you haven't received a Winter Fuel Payment before - and are not receiving State Pension or another social security benefit - you need to apply."

People who normally receive the payment automatically, but have had a change of circumstances since last year's payment, must contact the pension service to ensure their payments will continue. A change of circumstances could include a change in bank account, a new address or a change in benefit entitlement.

Anyone aged 60 years or over on or before 23 September 2007 may qualify for a Winter Fuel Payment of £200 per household. Households with someone aged 80 years or over could get a payment of £300.

Eligible people who will receive their Winter Fuel Payment automatically include:
